Here’s one i’ve not come across before ... sorry if it’s a duplicate ...
Touch wasn’t working in chrome - purple mash 2paint could “tap” but not “drag” a line in chrome ... worked ok in IE.
Go to chrome://flags in the browser and find “touch events API” and enable it
